John A. Logan College (JALC) supports Governor JB Pritzker’s announcement of new legislation, Senate Bill 2482 and House Bill 3717, which would allow Illinois community colleges to offer baccalaureate degrees in high-demand fields. This initiative aims to expand access to affordable, flexible higher education options for working adults and help address the state’s workforce needs.
Governor Pritzker emphasized, “Illinois has long been a leader in expanding educational opportunities and preparing our workforce for the jobs of tomorrow. By allowing our community colleges to offer baccalaureate degrees for in-demand career paths, we are making it easier and more affordable for students, particularly working adults in rural communities—to advance their careers while strengthening our state’s economy.”
The proposed legislation is inspired by the success of similar programs in 24 other states, including California, Indiana, Missouri, Ohio, Washington, and Florida. These Community College Baccalaureate (CCB) programs have shown positive results in increasing degree attainment in critical industries. The legislation will bring this opportunity to Illinois, furthering the state’s commitment to preparing a skilled workforce for the future.
JALC President Dr. Kirk Overstreet supported the bill, saying, “This has been in the works for a long time, and now, more than ever, there is a need for community colleges to provide options for working adults here in southern Illinois. By expanding these opportunities, we can work with our regional universities, like SIU, to keep students in our region and help them succeed in high-demand fields crucial to our local economy.”
Expanding Career Pathways and Access
As Illinois industries face a growing demand for skilled workers with baccalaureate degrees, the state has seen an increasing need for qualified candidates across various sectors. Community College Baccalaureate programs will bridge this gap, equipping graduates with the expertise to fill these essential positions.
Illinois Community College Board (ICCB) Executive Director Brian Durham noted, “Expanding baccalaureate degree programs at community colleges increases access to affordable higher education, allowing more students to earn four-year degrees without the burden of excessive debt. This approach also helps meet workforce demands by equipping graduates with the skills needed in high-demand fields, ultimately strengthening local economies and communities.”
Jim Reed, Executive Director of the Illinois Community College Trustee Association, welcomed the Governor’s initiative, stating, “We are excited about the Governor’s policy initiative to expand community college baccalaureate degrees, ensuring affordable, accessible pathways to high-demand jobs. This is a vital step in meeting Illinois’ workforce needs, and we look forward to collaborating with public universities to expand access for students in local communities who might not otherwise pursue a bachelor’s degree.”
Overstreet added that students who receive an associate degree in the College’s career and technical education programs have a high placement rate in well-paying jobs and that offering an option to obtain a baccalaureate degree will allow graduates to advance in their careers and meet the needs of the region’s workforce.
“Many want to advance in or expand their career options but face the issues of time, cost, and location, said Overstreet. “By expanding community college baccalaureate programs, we’re meeting students where they are and providing access to the education they need to succeed without leaving their communities. We would hope that as they continue to advance, they pursue an advanced degree at SIU and continue to grow southern Illinois.”
