Assistant Bursar

Job Type: Professional

Description:

The Assistant Bursar reports to the Bursar and performs financial duties using advanced knowledge of accounting, spreadsheets, and database applications. The Assistant Bursar represents the Bursar and the Bursar’s Office in the absence of the Bursar.

Education & Experience Requirements

Education required: Bachelor’s degree or higher majoring in accounting or related field.

Experience required: One year of accounting and compliance experience (e.g., auditing, taxation, healthcare third-party, government-contract, grants, or student financial aid).

Experience preferred: Required experience plus 1-year supervisory experience.

Essential Functions & Position Duties

General Bursar Responsibilities:

  • Supervise and participate in the collection and deposit of College tuition and fees.
    • Assume responsibility for the operation and maintenance of multiple payment solutions as these activities pertain to the Bursar and Business Offices. Duties include but are not limited to:
      • Processing/supervising data input.
      • Providing training for employees who perform cashiering duties.
      • Ensuring the accuracy of 1098-T information in Jenzabar One.
  • Process and monitor billing and collection of receivables.
  • Reconcile daily tuition payments.
  • Write and modify “InfoMaker” reports.
  • Supervise and participate in the posting of financial aid, Foundation scholarship awards, athletics awards, and various grant aid/awards.
  • Prepare and process electronic and paper billing and fee statements to students. Coordinate with relevant College departments.
  • Invoice third party agencies and coordinate with these agencies to ensure accurate billing. Examples include DoRS, Man-Tra-Con, and various federal, state, and local agencies.
  • Collaborate with the Financial Aid Office with Title IV return of funds to the Department of Education to assure compliance with statutory requirements.
  • Analyze and process student refunds (Title IV Student Financial Aid, scholarships and grants, private payments, Workforce Development, and Community Education). Monitor source of funds and credit balance dates to ensure compliance with Federal regulations.
  • Coordinate with the John A. Logan College Foundation, Financial Aid Office, and Athletics to correct over-awarded accounts.
  • Reconcile various veteran grant awards and receipts to student account charges and requests for refunds. Prepare requisitions for payment of refunds.
  • Reconcile and process bookstore charges and payment of bookstore invoice.
  • Review and process quarterly billings to various JALC departments.
  • Maintain and modify records within the Illinois Debt Recovery Offset Portal for the College, update student balances, and post Illinois Debt Recovery payments received.
  • Assist the Bursar in monitoring the administration of the College’s withdrawal policy as it affects charges, financial aid, and refunds.
  • Monitor the change funds.
  • Participate in the maintenance of accurate financial records to facilitate information flow between the Bursar’ Office and the Business Office.
  • Participate in the reconciliation of the Bursar Office records with those of the Business Office to ensure complete agreement of billing, receipts, disbursements, and outstanding receivable records.
    • Cross-train on Bursar duties and assume responsibility for the operation of the Bursar office in the absence of the Bursar.

Supervisory Duties

  • Supervise cashier staff and provide technical, data, and process improvement support.
  • Train staff on new software programs and office procedures.
  • Write and/or maintain Bursar Office procedure manuals.
  • Respond to inquiries from students, faculty, and staff by phone, in person, and in virtual environments concerning fees, cost of registration, payment due dates, refund dates, and other account information.

Month-end/Year-end duties:

  • Assist the Bursar with the preparation of monthly and annual closing of accounting records, including preparing journal entries as necessary.
  • Prepare and/or review audit workpapers for timely submission to the external auditors or other auditing entities.
  • Perform bank reconciliations as needed, coordinating with the Business Office staff.

Other:

  • Serve on College committees as assigned.
  • Perform other related duties as assigned by the Bursar. Duties must be performed on the John A. Logan College campus or designated location.
